0. Competitors are generally not a challenge, unless the copycat. Your hordes of individual users are. Thats a problem if you are supposed to have a healthy business relation.
*Urban space is the premium.
*Reactive management of live systems blows any static systems failure points.
Differentiate between management as risk aversion aka dailybusiness and management as risk management aka investment. it is always the later, balance the risks. to know them you need to embrace risk identification as a religion. the statistics help. micromanagement, vertical structures in the name of control will just heighten the risk for and multiply any runaway tendencies as in any networked system.
*You must absolutely always be on top by guessing ahead exactly one day, not more, not less. Then, run. It might just work, because when it works, you just get more work... At least know what day of the week it is Today. Now, probably...

*Active: Practically anonymous private bicycle abuse. Any fleets being there for convenience are treated as such.
*Managed: Know your users. Let them pay and take care of the vehicle for each ride.
Since you can not link damages to customers in normal use, you must make provisions minimally according to standard risks for maintenance.
The higher the abstract value of your system, the better it will be protected. If your users find it too expensive, they will want something back and neglect is easiest. Tailoring your user groups while treating each one as an individual.
Public transport works for each connected topology but access must always be tailored by density according to the relevant traffic. More is more, simply. There will always be hot spots, at least sometimes. You should measure performance by the time distribution vs costs/income over space. And be very very careful about wireless bandwidth.
Thats why, all in all its not sooo simple and depends and results and relies and works with software/book-keeping.
